The final set of reforms to the Local Jobs First Act 2003 started on 1 July 2026. These strengthen the act and make sure the Local Jobs First scheme continues to boost opportunities for local business and jobs.
These reforms give the Local Jobs First Commissioner stronger compliance and enforcement powers, including
- new tools to investigate, monitor and report on supplier compliance with Local Jobs First,
- conduct site inspections (with notice)
- manage complaints, and
- provide advice and support to resolve compliance issues.
The full reform package includes
- more support for First Nations businesses and workers,
- more support for regional and small to medium-sized businesses
- objectives that encourage design teams to prioritise local content and ensure tenders are structured to support the local market.
The Local Jobs First Act 2003 is Australia’s first and longest-standing industry participation legislation.
Local Jobs First ensures
- small and medium-sized businesses have an equal opportunity to compete for large and small government contracts.
- our projects create real opportunities for local contractors, apprentices, trainees and cadets.
The Local Jobs First Amendment Bill passed parliament in August 2025.
