Shaping the future of construction in Victoria

We've released Shaping the future of construction in Victoria: Modern Methods of Construction, a statement outlining our approach to support the uptake of Modern Methods of Construction (MMC).

MMC refers to a broad spectrum of innovative prefabrication and offsite manufacturing techniques, including:

  • modular construction
  • panelised systems
  • additive manufacturing.

Buildings and components are manufactured off‑site before being transported and installed on‑site.

By using automation and advanced technology, MMC can grow Victoria’s capacity to deliver more homes, more quickly, more sustainably and more affordably.

We proudly supporting the uptake of MMC and measures to boost construction productivity, including to:

  • modernise building regulations to enable the use of MMC
  • implement suitable domestic building contracts to support MMC solutions
  • fast‑track development approvals through the Development Facilitation Program
  • unlock more options for housing delivery, including through deemed‑to‑comply development standards and removing planning permit requirements for small second dwellings
  • equip the construction industry and its workforce to harness new technology and innovative approaches through the Future of Housing Construction Centre of Excellence
  • provide specialist industry training through the Digital Jobs program and Skills Solutions Partnerships.

This release comes on the back of the Victorian Industry Policy. This policy seeks to leverage the breadth of levers across government to develop industry and grow the Victorian economy.

The government has also released the third edition of the Victorian Prefabricated Construction Directory. The directory makes it easier for developers, home builders, renovators, government agencies and councils to find manufacturers delivering innovative prefabricated solutions. Victoria is home to around 200 companies across the MMC supply chain – from design and manufacture to on‑site assembly.
